Is there a proportional notation function in Dorico (for example, if a quarter note = 1cm, then a half note = 2cm, an eighth note = 0.5cm)? I want to be able to set ratios of equivalent durations and lengths. Hox to do that?

Yes (to a point):
Set Layout Options > Note Spacing > Custom Spacing Ratio to 2. Works accurately until one gets down to flagged notes (which really can’t get closer).
