What release if Windows do you have?
This looks like a corrupted file or installation. The error number usually means “Bad Image” and that is a sign of corruption or incompatibility.
Have you tried removing the installation and reinstall it?
Another possible cause can be a Windows system that is running in “Windows S” mode. This is some kind of “secure” Windows and, as far as I know, some devices come configured like that.
It seems to be a problem with the latest Windows security update (2026-01 Security Update (KB5074109) (26200.7623)).
As soon as you mentioned Windows, I rolled back this security update out of curiosity, and that resolved the issue.
