Thanks for the help, yes there was a hidden time signature change. Any idea why it would only show as a signpost and not on the stave?
Because it was hidden. Signposts shows hidden things so that you can change or delete them. Why it was hidden, I don’t know. Also Time Signatures and Bar Lines are two sides of the same thing.

If it’s hidden, it shows as a signpost (if you make those visible). If it’s not hidden, it appears on the staff. I don’t understand your comment, actually. Signposts are shown at the top of the score, if that’s the problem you’re wanting to address.
I was originally in 4/4 in bar 1. Then I decided to change the time sig to 6/8 instead in bar 1. Why did Dorico create a time signature (signpost time sig) starting bar 16 is my question, which in turn was hidden because the signposts were visually distracting.
When you change/create a Time Signature, it only lasts until the next Time Signature change.

This makes sense. Bar lines (and repeat bar lines) are considered as the same kinds of beasts as time signatures in Dorico — you often need to delete a barline to get rid of a red signpost that would not be deleted when selected and del.
