Question about fingering notation

Are you trying to add fingerings for a wind instrument? There are ways but it is a bit of a workaround. What instrument?

No, I don’t think there is a simpler way. Either create images with the Fingering Diagram Builder and import the images into the Playing Technique editor, or use a dedicated Font with the diagrams ready-made. You could create a Glyph playing technique and add the small circles yourself, but more work.
