I have Cubase pro 8 which included a grace upgrade to 8.5, and it’s registered as such.
Now I’m about to sell it as I rarely use it anymore.
I assume the license/registration has to be passed on to the new user?
Will the new user also be able to upgrade to version 8.5 freely and maybe upgrade to 9 cheap from it?

Make sure the license upgrade to 8.5 is activated and appears in your elicenser. Then you are selling 8.5 already. The new owner will have the same upgrade options as you do.
Do a search for Resale Wizard to find out how to transfer the license.
