Would it be possible to change the voice of the hi-hats to keep the other two cymbals in this example as whole notes - without using ties and making a mess? Whenever I try to change the voice I get no results as if the instruments on the drum kit were tied to their voices. The drummer part of me thinks this notation is clearer to perform anyway; the composer part of me thinks the change is more accurate. Sorry if this has been covered, I searched old posts suggesting this as a feature but no work-rounds.
select the two cymbals and right click > percussion > change voice as described here: Changing the voice of individual notes in percussion kits
you can select to create a new voice temporarily just for these notes. It should get your desired result.
