can i move it from E-Licenser to the new Steinberg licensing method?

Short answer: No.
Even if you upgrade to V13 you’ll still need the dongle for any version before V12.
I’d advise anyone to upgrade now, in the sale, even if you plan to stick with V11, because when the dongle breaks, (and it will!), you’ll have to pay the full price for the current version. The dongle is required for the upgrade and change in licensing…
