Rating system

Hi!

I wonder that Cubase 8 - 9.5 have rating sistem different than Cubase 5. Now if I select 4 stars, I see presets not only having 4 stars, but 3 stars rated too, but Cubase 5 has the ability to show only presets having specified stars. Why this difference?
