I am creating parts for section instruments. Is there a way of creating a part rhythmically, copying the part to the other section players and just changing the pitches for the other players? It is possible in Finale and Sibelius. I haven’t been able to find the feature in Dorico.
Where might I find that function?

Yes, use Lock Duration, the padlock button in the left panel in Write Mode. See Repitching notes without changing their rhythm
