Reactivation problem and ı could not reach anyone!

hello, I have cubase elements 9.5. I have been using it without any problem till ı format my pc. I could not activate it in any way after format. I register my soft e-licenser and when I try to reactivate " I face the below window * There is no Soft-eLicenser to reactivate." Please help me to register again. my customer number : 104095133
