Among the “Online Steinberg Certified Training Partners”, is there anyone of particular note? Perhaps you can recommend a course that lies outside of the “Steinberg Certified” realm?

Welcome to Cubase-land.
Check out Groove 3. They have a bunch of Cubase videos along with many other music & production related ones. Generally their All Access Pass offers greater value if you want to watch a bunch of different courses. Don’t ignore stuff for older versions since much of what you find in them hasn’t changed (or not much) across new versions.
And of course there are the Steinberg YouTube videos you can access via the hub in Cubase.
