Do you record at 44khz or higher? If higher, will the dithering plug in take into account that you are tuning down to 44khz?

Dither, don’t worry about sample rate, more to do with word size reduction.
Dithering only has to be applied, when you are reducing the Bit depth from your project towards your final mixdown, for instance, when you made your project in 24 bits and you want to export it to 16 bits. Put it in the last insert of your master out track. As Dithering always adds some noise, it´s better to put it after all the plugins inserted in the master out channel, just to avoid to process the dither noise.
