Recording Fixed velocity for midi input (not using input transform)

Just wondering why this doesn’t seem to work using Midi insert set to Pre , I have set Min and Max to 70 , but I still get played velocity recorded.

this works but I can’t set an exact velocity value

For me this setting works for recording a fixed velocity. Use the Range-settings
