If I purchase Cubase Elements 11 for my Windows 10 laptop, will I be able to move those projects to my Windows 10 desktop and open them in Cubase Pro 11?

Yes, both ways even. Of course the Pro features won’t be available in Elements, but are still retained going back & forth.
