I have this problem with rehearsal marks colliding with the headers. Is there a toggle i don’t know about to avoids this behavior? I would prefer not to have to manually fix it in parts.

You could try to increase the Music Frame Top Margin under Library->Layout Options->Page Setup, but that will be for all pages. Alternatively, lower the top of the music frame on the page in Engrave mode.

You won’t find an automatic way to avoid this. The top and bottom staves of a frame are “locked”, regardless of the content above/below them.
Their place is defined in the page by the frame itself, and in the frame by the frame margins. The top frame margin is the space between the top line of the top staff and the frame, and the bottom frame margin is the opposite. Regardless of the content:

I’ve probably got the technical details wrong, but AFAIK Dorico needs to start its calculations somewhere. Otherwise it ends up in an infinite loop.

I still find it a little odd that there is no way to change the behavior. I mean of course you get staff consistentcy but you end up with a horrible unusable collission with a rehearsal mark…
I for one use template changes when this happens:
(here a Default Template with the frame top lowered, which I apply when needed).
While I understand OP’s request I am actually quite happy with this design. Consistently positioning top and bottom staves in Finale could be excruciating.
@dylletron if in your work these collisions are the exception, you could also use the Staff spacing tool in Engrave mode to push the top staff down when this happens.
If you find this occurs a lot, a custom page template like @charles_piano suggests is indeed a very efficient solution (you only have to set that up once).

These days, we’re used to much smaller margins than were used in traditional printing processes, which provided more headroom for “high-flying fruit”, or whatever the name is for stuff that extends off the staff.
