I’m writing in full score with an orchestral setup and i want to have the rehearsal marks appearing above the strings, when I go into the layout options to click in so that the rehearsal marks also show above the strings. I apply that and nothing changes.

You are in the wrong place of Layout options: you are showing the Markers and Timecode panel: Markers have nothing to do with Rehearsal Marks.
Rehersal Marks are system-attached items, whose position can be defined by Family or by Specific Player. You find those settings in Layout Options>Staves and Systems>System-attached items:
