Is it possible to input a “relaxed Swing” starting from bar 17? (bar 1-16 should be straight)

You can certainly input a rhythmic feel change at bar 17 by typing “swing” into the Shift+T tempo popover at that point, but Dorico won’t show you any text or swing indicators at that point (yet!). For help with adding a printed swing indicator, see e.g. this thread from earlier today.
