Since I already had Cubase 13, i removed Cubase 10 from my PC to save space on my c drive and am seeing this on Halion 7. Please guide.

Am not sure. I recently uninstalled Cubase 10 and the path i see is the Cubase 10 path.
On the above mentioned popup, there is a Copy To Clipboard button, am pasting that here:

Okay, this isn’t VST Live related at all.

#2 Personally I would first reinstall HALion from SDA. If it doesnt help, go to #1

When i opened the “Steinberg Library Manager”, it too detected the library and asked to unregistered it since the files not found, so i clicked the button and unregistered.
Since then am not seeing that issue on HALion 7 screen.
