I probably did everything in the least efficient way possible. So, let me ask:
What’s the best way to approach changing mm. 83-84 from compound meters (6/8 and 9/8) to simple meters (2/4 and 3/4) without having all the music reflowed? (The original mm. 83-84 have 7-1/2 quarter notes, while the revised mm. 83-84 have 5 quarter notes.)
For the dashed line after “accel.”, I gave up trying to use horizontal lines in Write mode. So I just just used a dashed line in an Insert Text Frame in Engrave mode. How can I use one of the horizontal lines in Write mode between “accel.” and “a tempo”?
I would really like (Q = ca. 60) instead of (Q = 60), but I the Tempo popover won’t let me do it.
I managed to kludge my way through the other issues:
Add pitch bending lines between notes in ms. 83.
Respace notes (not very professionally) after adding space for the pitch bending lines in ms. 83.
Put a system break at the start of the system (as you have) and another system break at the start of the following system. Then do your work on the measures you wish to change. (Do you still need the 3/4 at measure 85?)
Would using the Properties panel let you add a dotted or dashed extender to accel?
(On my machine the dotted extender is the default.)

I tried adding a system break at the start of the next system, but that really messed up the flow of the music. I just need to read more about frame and system breaks to better understand how they interact with each other. (There are two systems on each page of this piece. The first system has a frame break, and the second has a system break.)
Yes, I overlooked the unnecessary 3/4 at ms 85. Thanks for pointing that out.
For the lip/voiced bends indication, it looks like you’ve used a text frame. Frames are tied to a specific location on a specific page and have no clue about any surrounding music notation, so when the music moves, the frame will not. Instead, select the first note of that passage and type Shift-X to enter Staff-attached Text which, as the name implies, will stay attached to the music, and also show up in the part.
