The results: It adds 1 repeat for the 1st note and 2 repeats for the 2nd. See screenshot.

No, that’s the correct notation.

By adding one slash to the eighth note, you’re indicating that you want 16ths to be played. The equivalent on a quarter note is two slashes.
It’s logical since the first note is a 8th and the second is a quarter. The measured tremolo is therefore in 16ths. If you want the same number of strokes on both notes, untie them, add the tremolos, and then retie them.
Ok, i was just used from Sibelius. They are not doing it this way.
(personally think it makes more sense the way Sibelius does it…)
