Replace bar rests with crotchet rests explicitly

In a modernist organ piece that changes time sigs all the time, and in which the composer likes to keep the time sigs not visible, I need to have 5 crotchet bars of rests.

With empty bars Dorico puts a bar rest, which in this context is ambigous as it follows as 2/4 set of bars. Is there any way to replace the bar rests with crotchet rests, regardless of the fact that this is not technically correct traditionally? I’d rather just do this with rests than a text annotation.

Is this somehow related to ‘starts voice’ and ‘ends voice’?

I might be wrong, but I think the only way is to enter forced duration crotchet rests explicitly.
