Why WL has number pad + short cut that works only when clicked inside the master section? A user clicking that icon is easier than that short cut. Can that short cut be made to work otherwise?

Short cuts for functions inside the Master Section works only when the Master Section is active. To make the Master Section active the user has to press F9 Twice or click anywhere inside the Master Section.
Like in standard Windows applications, the shortcuts work on the active window.
If the Master Section is floating, you indeed need to have the Master Section active.
But if the Master Section is docked (as it is by default in WaveLab), then the shortcuts works without clicking in the Master Section, provided the main WaveLab window is active.
This is the normal behaviour.
Yes, but wouldn’t users prefer to click the reset button than clicking the floating master section to make it active and use short-cut?
Keep the Master Section docked in the main window to improve the workflow of using Master Section shortcuts.
I will dock for now, but it would be nice if you can make the master section short cuts work whether it is docked or not on a future update.

Why is the highlighted left pane with new, open, podcast etc. there when I click render on master section?
or why is the Render in Master Section and File tab is having same function?
This part is by design stable across all features of the File page.
Good question. Some users wanted to have a more common way of going through the File and Export menu, rather than using the Ribbon. But I don’t like this in fact, and I recommend only using the Ribbon.
I think Render has to be independent of everything in that menu (info, new, open, import, save as, save all, podcast, preferences and tools). These options can be misleading while rendering.
Only Render as a pop-up, sized smaller than this is necessary.
The File menu is also there in more than two places, one on Top and other through Startup Assistant.
