Rest will not show

It seems like a simple thing, but I’m stumped. I’m fine-tuning a project. Measure 71 will not show the half-note rest. I tried creating an extra bar and rewriting the measure. It still would not work. This makes me wonder if measure 71 might be the culprit. I created two bars, neither of which would show rests in the newly created 72 and 73 measures. FYI, I do use Edit>Remove Rests, but not in this area.

Select the whole note before it, open the properties panel at the bottom, and untoggle “Ends Voice.”
