It’s definitely that upstem voice 1 is (as is usually the case) the primary voice, and as such it will always show rests - it’s not an “additional voice”, so that Notation Option won’t affect it. What I’ve never quite pinned down is the set of circumstances in which the primary voice changes midway through a flow.
I don’t understand why Library Options → Omit Bar Rests in Additional Voices doesn’t consider “upstem voice 1” as a candidate for removing rests. Yes, I can exchange voices so that in any measure where I want to omit a voice’s rests, I can make sure it isn’t “upstem voice 1”, but I find value in organizing voices by their musical function in a piece, and don’t really want to switch voices around measure by measure just so that unnecessary rests are hidden. And yes, I can remove rests on an individual (or selected group) basis, but it seems that a program as intelligent as Dorico should provide an option that hides rests for any voice with no notes in a measure unless that would leave the measure completely devoid of notes or rests. (For the record, I am notating piano music where there would be no resulting ambiguities.)
