Rests in percussion kit for unused voices

I’m at a loss here, maybe somebody has an idea:

I have configured Dorico to omit rests for unused voices in percussion parts:

But Dorico still gives me rests - for the unused voice in my percussion parts:

Any ideas?

I’m glad you posted about this because I’m having the exact same issue. No combination of step up/down or voices resolves the issue and I have my setup exactly the same as yours.

I created an “empty” project, added a player, gave them an empty percussion kit. In the kit I added cymbals in an up-stem voice and a concert drum in a down-stem voice. As a last step I changed the last setting in Flow Options > Percussion to “Taktpausen auslassen” (would probably be “Omit bar rests” in English).
