How do I get the dot to move too? Have seen a similar problem with ledger lines and rests.
Use the Rest Pos. property, not the Common Offsets.

If the rests are by default below the semibreve, then that suggests the voicing is wrong? Better to swap the voices than manually adjust each rest.
