Right Click in Project Window - Get Tools +Menus?

Hi,
I’d like to have my right click in the Project window look like this, without having to press Shift beforehand. Is there a way of doing this please?

I promise I’ve searched, but couldn’t find the answer.

It’s in preferences. I believe it’s under tool modifiers. Uncheck the option that says “tool palette on right-click” (or something close to that).
