Yes, but then you will no longer have the new license on the USB license.

You can still use all previous Nuendo versions that are based on the old licensing system via USB eLicenser. The licenses on the USB eLicenser will remain as is after updating to N14.
N14 does not require an eLicenser anymore, that’s correct.

I have previously bought an upgrade from Nuendo 12 to 13 but never used the upgrade. I’m still on Nuendo 12. If I upgrade after Nuendo 15 is released can I skip 13 and 14 and go right to 15 or will I have to purchase 14 now during the sale? Just to be clear, I have an unused upgrade from 12 to 13 and wondering if that can get me to 15 without another purchase. Thanks
You already own 15 
provided you have not…
…used your Download Access Code (DAC) that you got via mail after purchasing the N13 update. It doesn’t matter if you have used N13 or not - all that matter is the DAC.
