Routing AllNotesOff from one track to another

Hi,
I’m trying to use a VST2 MIDI plugin or a MIDI controller to send AllNotesOff to kill any hung notes in several synthesizers, however I found out that those messages are being filtered by Cubase (they never reach the receiving MIDI tracks). Is there a way to allow AllNotesOff messages or alternatives to kill any hung notes?

Could you assign a Key Command or a MIDI Note (message) to the function? How should the plug-in send the data?

Try to double-check Preferences > MIDI > MIDI Filter. Make sure MIDI CC Reset is not filtered out.
