Settings such as: delay constrain, metronome, all Control Room parameters, Q link…should be saved to templates or as a default option so that when I start Cubase I have all set as preferred not as the last time I closed Cubase.

Control Room is global. If you want to have project-based output settings, disable Control Room and use the Outputs instead.
The rest (same as the outputs), you can solve by using Project’s Templates.
I know that it´s global, that is the problem, I dont want to disable CR as I need it.
I mean my request has 2 parts:
1- Save those settings to templates
2- Save those settings to project. Same as there are global worspaces and project workspaces. So that if I save those settings to a project everytime I load it has the same parameters, if I dont save settings it used the default settings.

There is also the General > Open Project in Last Used View preferences. By default, this is set to Only External Projects. Try to set it to Alway. But the Control Room is global for sure.
ok, setting this to Never it preserves some project settings as constrain delay or metronome activated but not the CR settings or Q-link state.
The online help says nothing about which are the setting affected by this option.
that´s the reason for my feature request.
Since we are using more than one Audio-Interface from one project to the other and only ONE Interface can be used at one point in time, it is a major design flaw of cubase to not base the Control Room on the project, but make it a global thing.
The handling of using more than one audio interface with the same cubase installation is generally not solved in a useful way. Needs some rework which could easily be done!
