scissors tool in update

I understand how the scissors tool breaks ties when needed but I am having trouble understanding how the tool is used in the above explanation. can anyone explain this in a different way (perhaps with an example). I am just not getting it to do anything. at the input carot I hit the scissor icon and nothing happens.

Move the cursor in between two notes, as in the first picture.

Click the scissor icon to split the quarter note into two 8th-notes, as in the second picture.
