Hello,
This is a score from Finale. I was trying to get 4 measures a line and things got bunched up on p.12. Moving them in engrave mode doesn’t seem to work.
Also, how do I get the music to fill up the whole page on p.13? I unchecked justify final system in note spacing, but I could get it to change in the parts, but not this score.

You’re trying to put too much onto p.12. On other pages, you’ve got just one system per page, but on p.12 you’ve got 3.
I would suggest clicking the Reset Layout button in Engrave mode (or doing Engrave > Format Music Frames > Reset Layout) to get rid of all your manual breaks. Then go into Layout Options > Staves and Systems > Casting Off and untick “Fixed number of systems per frame”. You’re currently telling Dorico to put 10 systems per page (!) and really you want just a single system per page. (Each system contains 10 staves.)
Also, right-click in the right-hand Pages panel and choose “Remove All Page Overrides”. If you want to remove the info from the page header, you can do this by editing the Default page template and making the change there – all the pages in the score will inherit the change.
