Other than exporting an SVG and then editing it in Illustrator, I can’t figure out a way to do this in Dorico. Searched mr. google but didn’t find anything useful. It just appears that, overall, Dorico cannot do cutouts without serious fancy footwork with special “no line” xml hacks, etc.

No, apart from the workarounds you already seem to have discovered elsewhere on the forum, Dorico does not have a native cut-out function yet. But this request (as you no doubt also found) has been made many times, and is well on the radar. Let’s hope the development team finds the opportunity to build it into the app in due course.
[Edit:] Stefan’s (@Vadian’s) suggestion is not bad at all: this case looks like it’s actually an ossia to begin with.
