why it writes half as two tights quaters , is there a way to change this behavior , see uplaoded file

Do you mean that the quarters are drawing as two tied eighths?
If so, the reason is that this staff is only drawing in one voice. In Score > Instrument Settings > Voices, enable Voice 2
This will then write in two voices
