My audio setup has 2 stereo outs: speakers from the computer Line Out, & headphones from USB. Both are available on each track as either a main out or a send. When I use the Scrub tool, the sound always comes out of only the speakers, regardless of whether I have the track’s main out set to Speakers or Headphones. Is there a way to get Scrub to output to the headphones — or even better, to both simultaneously?

Enable Control Room. Then use the Monitor 1 Bus. This is the Bus where are all previews routed to. In the Preferences > VST > Control Room enable Use Phones Channel as Preview Channel. In the Audio Connections > Outputs add the Phones bus and route it to the 2nd output.
