Basically I have no scrub tool volume and its the same in media pool and variation audio editing. Can’t hear anything using this tool. Do I need to reload Cubase?

If you use the Control Room, al previews are routed thru the Monitor busses. So make sure, you have Monitor Bus in the Control Room and this is connected to the meaningful Audio Port.
If you are not using Control Room, all previews are routed thru the Main Mix output bus. Right-click to the preferred Bus in the Audio Connections > Outputs and enable the Main Mix.
