I´m trying to assign these key commands to pan with keyboard and works if Mixconsole is on focus but it doesn´t if Project window is on focus, this has no sense, is it a bug?

This is a known and already reported issue (a long time ago).
really? I wonder why they wouldnt solve it.
In fact I discovered another thing that could be related and could be also a bug: when I open a mixconsole the selected track is still selected but not in focus. Otherwise I could make a macro that opens a mixconsole, run the secondary parameter pan and close the mixconsole but this doesn´t work due to latter behaviour.
