Select tool or Range tool? Is it a bug?

So what is this???

I turned off Volume control completely in N14 cause I want to use low left corner to size and fade events ONLY! and in N15 I get this!

Is it in purpose or it is a bug?

What tool is selected please?

Can you show a screen grab of your tools like those below?

Of course it happens with select tool. It behaves like with Volume Control turned on. In N14 it behaves as expected
