Hello. I have been setting the send and return values to external hardware such as compressors are in queue, by ear. Is there a more scientific way to make sure that the levels are sent correctly to say an LA 2A or 1176?

If you do know the correct value for the input voltage on the external effect, you can measure the voltage at the output of your audio interface with a voltmeter while playing a test tone (e.g. 1kHz sine wave) and calibrate the output level in Cubase. In the same way you can adjust the return signal from the external device.
