Is there a way to send progam change message to external MIDI machine at each song or part ?

sure, each Layer can send a pgm chg to its Instrument, see bottom left of Layer view. These are sent whenever its Part becomes selected.

Menu Layer/Layer Controller Map. Set whatever controller you want to send to the desired value.
