Shortcut stolen by other program

My “Alt+Shift+T” shortcut has been taken over by another program, which I can’t identify…
It produces a “crosshair in circle” cursor, with a screen position [in pixels, I expect]
Pressing Esc clears it…
Anyone any explanation??

Which OS? Maybe it’s a new feature…?
Or it’s Zoom? Makes a screen shot…

Ok, some info…it’s Zoom…yeah screen shot…

Zoom keyboard shortcuts have an option to be “enabled even when the program is not in focus”.
If this shortcut option is ticked in Zoom, then it will override any local key commands!!
