Is there any way to change the keyboard shortcuts for input above (now option-shift+pitch) and input below (now control+pitch)???

Not directly within the application, no. It can be done if you’re willing to spend time editing the JSON file that contains all of the key commands in a text editor outside of Dorico, but I wouldn’t recommend it.
