I am trying to add a second flow to a project and when I do, I can’t make a new title because it automatically makes the page layout for a header only, not a title. Any suggestions?

You can show flow headings, which puts a simple title above subsequent flows:
Or, you could tell the layout to use the First page template whenever a flow starts a new page. However, the First page template shows the project title by default, so you would need to edit it to show the flow title at the top instead.
