I cannot open “create slice” in engrave mode. I click the icon and nothing happens.
The cursor should change to a +(cross) as you move over the score enabling you to click-drag an area, which creates the slice when you release the mouse.
Well, it doesn’t 
You have to press Create Slice first to get the cross cursor. Then drag a selection. Confirm the name, and finally Export Selected.

I know, but the window for graphic slices does not open. It does in other scores, but not in the one I am working on.
Please provide some more information.
Which Dorico Version do you use, what OS (Windows, Mac, Ipad) and OS version?
Maybe other users with the same configuration can (or can not) confirm that behaviour
I work in Dorico 6 Pro on a Mac Sequoia 15.6
Is that in all layouts? Or just one?
Does it happens in a copy of the project?
Does it happen if you delete all but some bars in that copy?
Could you provide that project so others can have a look?
