Make sure you have snap activated while doing this!

Tools/Preferences/Tools Modifiers: Set Drag & Drop to CTRL

In the project window, create a part and press CRTL and left mouse click on it and place it anywhere you like it. Does it snap?

Do the same in the key editor! Does it work?
