When we chose “Points” as “Preferred unit of measurement” (in Preference dialog) than, in Layout Options, the banner who indicate the conversion between points/mm gives in the two cases the points value :

That’s correct. It’s not a conversion; it’s showing you that points are rounded to the nearest tenth.
