You can export them where ever you want in your computer, and of course idem for import.
And how do I tell Dorico what I want?
When you export the Page Template set, it opens the file manager. So just navigate to your favourite location!

But I don’t want the File Manager to open; I want to specify a path myself. The File Manager points to “C:/Program Files/Steinberg/Dorico6/” on my system. That’s the Dorico installation directory, and I can’t save anything there—not even page template sets. This restriction also applies to subdirectories; I suppose it’s all set up that way by Windows. That’s why the path I’ve chosen is “F:/Dorico/_Page Template Sets,” but it’s a bit of a hassle to access. The same goes for loading a new page template set.
I think it would make sense to be able to set a fixed path that is always selected. This is how it works, for example, with the default program folder or program backup folder. But I haven’t found this option in Dorico 6 yet.

You are entitled to your opinion. The fact remains, you can store your page templates wherever you want them.
I also wish this would be addressed. I don’t think there’s any reason for a file dialog in Dorico to ever open to that location; absent any other kind of configuration, it should by default open in the Default Projects Folder.
To make things a little easier, you could define an environment variable in Windows, such as %do%, which contains your Dorico project folder. Instead of navigating through the file manager, you can then simply type %do%.
Now it works, hope it will stay as well as now! The environment variable was the solution for me.
