Spectra Layers 7 elisensing stopped working

I haven’t used SpectraLayers 7 for quite some while, but when I launched it today, it says it wants me to enter a valid license again.

And if I start the eLicense center, it wants to do maintenance task. Then it gives the above error.

From the error message it looks like it cannot reach the licensing server. How can I troubleshoot this?

If I try to run it as Administrator, a different error is given:

I would try to uninstall eLicenser Control Center, then reboot, then install the latest version from here: https://helpcenter.steinberg.de/hc/en-us/articles/360008841379-eLicenser-Control-Center-License-Management#current_elcc

I did try uninstall and install with latest. If anything, it got worse: before reinstall I only got the first FAILED errors in the maintenance task, now I also get this weird LCC2 ID NOT found error.
