You didn’t mention what licenses you actually own and activated in the Steinberg Activation Manager.
If you only have a SL 10 Pro license, it is expected that trying to launch SL 11 will only result in SL 11 Go being shown (provided you have a Cubase license, which allow SL 11 Go to run).
If you want the full Pro features, then install SL 10 again, if that’s the only Pro license you have.
