Staff labels, 1,2 or 1 [over] 2

Can anyone help me understand how Dorico makes these staff labeling decisions? In this score I see:

Some instruments have the 1st and 2nd designation stacked one on top of the other; other instruments separate them with a comma. It looks inconsistent. But I suspect there is a reason why Dorico does this? Can anyone enlighten me?

Hi @Nuggethead, you can decide how you want the numbers in the labels, setting the desired options in Engraving Options>Staff Labels>Numbering.

The generated numbers look depends on the stems direction (if you have different voices in your condensed music):

An example with different settings (notice that the flutes have different stem directions due to the separation of the voices [as seems to be the case in your screenshot], while ob. and cl. have only one voice):
